About this Seminar
Since its introduction under the Building and Construction Industry Security of Payment Act (SOPA), adjudication has become a central feature of dispute resolution in Singapore’s construction industry. Two decades on, it is timely to reflect on what the system has achieved, where it has fallen short, and how it should evolve to remain effective.
JDrawing from reflections on past experience with forward-looking discussion, the session aims to help construction law professionals better understand how adjudication can remain a cornerstone of dispute resolution while adapting to new industry realities.

About the Speakers
Mr. Kelvin Aw – Partner and Co-Head of the Infrastructure and Construction practice, CMS Singapore
Kelvin Aw is a Partner at CMS Singapore and a Co-Head of its Infrastructure and Construction practice, with almost 30 years of experience in the sector. He has appeared before all levels of the Singapore Courts and in international and domestic arbitrations under ICC, SIAC, AIAC, and CIETAC rules. He is also experienced in statutory adjudications under Singapore’s Building and Construction Industry Security of Payment Act 2004, having a 20-year overview since its inception. On the transactional side, he advises on major infrastructure projects across Asia, from procurement to operations, including rail, renewable energy, commercial developments, and data centre projects. He regularly supports clients on intricacies in EPC, D&B, and collaborative contract structures. A graduate of the MSc programme in Construction Law and Dispute Resolution in King’s College London, Kelvin is also a Senior Accredited Specialist with the Singapore Academy of Law, a Fellow of the Singapore and Chartered Institutes of Arbitrators and a Senior Adjudicator with the Singapore Mediation Centre. Clients describe him as “exceptionally knowledgeable and pragmatic,” with an ability to “quickly assess the key risks and deliver clear, commercial solutions.” Recognised by Chambers, Legal 500, and Benchmark Litigation, he is also a sought-after speaker at industry conferences.
Mr. Chia Chor Leong - Consultant, Breakpoint LLC
Chia Chor Leong is a lawyer who was called to the Singapore Bar in 1981. In private practice, he specialized in commercial and corporate dispute resolution. He presently practises as arbitrator, adjudicator, mediator, neutral evaluator and legal assessor. Chor Leong was first appointed as an adjudicator under the Building and Construction Industry Security of Payment Act in 2005. He has been a Senior Adjudicator and a member of Singapore Mediation Centre’s Professional Conduct Panel since 2017. He has acted as adjudicator (and as review adjudicator) in numerous adjudications and review adjudications. Many of his determinations have been published in the Singapore Construction Adjudication Review. Chor Leong is on the panel of arbitrators of the Singapore International Arbitration Centre, Singapore Institute of Arbitrators, The Law Society Arbitration Scheme and the Asian International Arbitration Centre. He is also a member of ICC’s Singapore Arbitration Group. He is a Principal Mediator of the Singapore Mediation Centre, a Tier 4 Certified Mediator accredited by the Singapore International Mediation Institute, an Intellectual Property Certified Mediator of the Intellectual Property Office of Singapore, a Senior Mediator under the Law Society of Singapore’s Mediation Scheme and a Panel Mediator of the Singapore Construction Mediation Centre. Chor Leong also serves as an adjudicator for disputes administered by the Financial Industry Disputes Resolution Centre. He also acts as Assessor, appointed by the Urban Redevelopment Authority, to determine applications for reliefs under the Covid-19 (Temporary Measures) Act 2020.
Mr. Max Shea – Director, Project and Cost Management (Asia), Threesixty Cost Management Pte Ltd
Max Shea commenced his career as a Quantity Surveyor in Australia. In Singapore, Max was a Senior Quantity Surveyor with Davis Langdon KPK, An AECOM Company before moving up the rank to Associate Director. In 2017, he joined Threesixty Cost Management Pte Ltd as Director (Cost Management). Max has more than 18 years of consultancy experiences in the construction cost and contracts management area, as he has worked on numerous feasibility studies and cost plan estimates in Australia and Singapore. In Singapore he led a team of quantity surveyors to a variety of pre-contract works, cost estimating, procurement and tendering of both main contracts and NSCs, to post contract; progress payments, contract variations, final accounts, etc. Max is actively involved in the professional membership scene as he was the past chair of SISV Young QS Committee, and has represented both AIQS and SISV at the PAQS (Pacific Association of Quantity Surveyors) platform, attending PAQS conferences in Sri Lanka, Brunei, Japan, New Zealand, Malaysia, and Indonesia since 2010. He currently sits in the AIQS International Chapter (Singapore) Committee, and is a trained APC Assessor for AIQS. He is also a co-opted council member of the current 32nd Quantity Surveying Division Council 2025/2027. Max is a Chartered Quantity Surveyor with RICS, a Certified Quantity Surveyor (CQS) with AIQS, and an Accredited Professional Quantity Surveyor (APQS) Tier 1 with SISV. He is also an APC and APQS accessor with SISV. Max holds a Bachelor in Construction Management and Economics (Honours) and a Bachelor of Laws with Honours.
About the Chairperson
Mr. Kelvin Teo - Director, Drew & Napier LLC; Council Member, Society of Construction Law (Singapore)
Kelvin Teo specialises in resolving complicated infrastructure, energy and resource disputes. Kelvin’s practice focuses on renewable energy projects and sustainability. His sector expertise covers a variety of renewable projects such as solar, offshore wind, hydropower and geothermal projects. Kelvin’s experience also covers nuclear power plants, refineries, mines, railways and expressways; civil works such as buildings, factories, soil remediation and foundation works, and even giant Ferris wheels. His practice includes advising on documentation for such projects. He has advised parties and projects in Singapore, France, Korea, Greater China, Taiwan, Middle East, Mongolia, Taiwan, Italy, Laos, Philippines, Indonesia, Malaysia, Thailand, Vietnam, US, Italy, and India, amongst others. Kelvin is a Fellow of the Singapore Institute of Arbitrators and sits as an arbitrator, and has recently been recognised as a leading arbitration practitioner in The Legal 500 Arbitration Powerlist: Southeast Asia. He enjoys carrying out advocacy across the entire spectrum of dispute resolution - arbitration, adjudication, mediation, expert determination and evaluation, and litigation, both within and out of Singapore. Kelvin has been recognised by a number of legal directories for his expertise in construction and arbitration. He is also a thought-leader on construction law and arbitration practice issues and sits on a number of professional bodies and panels.
